I even paid her bill early before it was due, so she has really been using the phone to it's full maximum ability.

That's just out of control.
She has no phone until she comes up with her overage, which is $240.
She is also grounded from the computer and house phone.
She handed me a $20, so she is down to only owing $220. We told her she is not getting her cell phone back until this amount is paid in full.
She is selling her electric guitar. She mentioned selling her bed.
